Stellungnahmen von ICOMOS Deutschland zur Renovierungswelle der Europäischen Kommission
With the communication "A Renovation Wave for Europe - greening our buildings, creating jobs, improving lives", the European Commission presented on 14 October 2020 a strategy under the European Green Deal to trigger a renovation wave for Europe.ICOMOS Germany has prepared two statements for the two open consultations, which it intends to send to the Commission.
With the communication "A Renovation Wave for Europe - greening our buildings, creating jobs, improving lives", the European Commission presented on 14 October 2020 a strategy under the European Green Deal to trigger a renovation wave for Europe.
With this renovation wave, the EU Commission wants to considerably increase the current renovation rate of residential and non-residential buildings in the coming years. The goal is to significantly improve the energy efficiency of up to 35 million (!) building units by 2030. Regulations, funding and technical assistance from the entire renovation value chain will be put at the service of the renovation wave to achieve the targeted goals on time.
The presented drafts for a revision of the EU Energy Efficiency Directive (EED) seem to confirm the fears that the importance and relevance of cultural heritage and monument protection is being negated and that our European cultural heritage is being subordinated to the envisaged ambitious goals or the binding minimum requirements for the protection of the climate.
With regard to the quality standards necessary for the protection of cultural heritage, the National Committee of ICOMOS Germany appeals to all European National Committees of ICOMOS Europe to work to ensure that European cultural heritage remains exempt from the measures pursued by the Commission or that reservations of approval by the competent heritage authorities be explicitly expressed. A general exemption from the obligation to achieve strict energy standards is possible in particular if the planned revision of the Energy Efficiency Directive (EED), the Directive on the promotion of the use of energy from renewable sources (RED II) and the Energy Performance of Buildings Directive (EPBD) allow differentiated considerations for legally protected cultural heritage and other building fabric worth preserving.
The aim must be to enable sustainable handling of the surviving fabric without impairing the appearance of a monument. To this end, ICOMOS Germany appeals to all European National Committees of ICOMOS to participate in the public consultations of the European Commission on the planned revision of the mentioned directives!
The European Commission's public consultations on the revision of the REDII and the EED are currently underway. The participation in the consultations is possible until November 17. 2021.
